Since the Act on Assurance of Sound Financial Status of Local Governments came into effect in 2009, the need has developed for local governments to improve their finances and adopt public accounting systems, strategically manage the use of their facilities, support public finance and contribute to administrative services.
Many local governments that own extensive facilities seek to strategically manage the facilities, but information and documents concerning their current status are often in disarray. In such cases it is necessary to act in accordance with the following procedure.

Regarding the buildings, for which energy-saving measures are filed, it is required to periodically report to the regulator the management and the maintenance of energy-saving measures every three years in accordance with Act on Rational Use of Energy (except for residence with floor area of 300 m2 or above and less than 2,000 m2).
As for periodic reports, building owners may outsource the survey to registered investigation body to reduce their inconvenience.
